A fictional partner-fit memo balances a bounded review against explicit reasons to decline.
A fictional partner-fit memo balances a bounded review against explicit reasons to decline.

A partner recommendation that lists only strengths is difficult to trust. It may conceal the missing capability or unresolved responsibility that should stop the arrangement. Write the recommendation so a reviewer can understand both the proposed fit and the conditions under which declining is the better choice.

Use a concise decision memo with a defined task, evidence, material unknowns, alternatives and explicit no-go criteria. The recommendation should be narrow enough to be tested and revised, not a permanent endorsement of the entire firm.

State the decision and its boundary

Identify the partnership model, customer situation, service scope and region being considered. “Approve this company as a partner” is too broad. “Explore one implementation-referral pilot for the defined reporting workflow” tells the reviewer what the decision would actually authorize.

Specify what approval would not authorize: customer-list sharing, public partner claims, exclusivity, production access or unreviewed commercial terms. Those actions need their own appropriate permissions. A positive fit judgment should not become an accidental bundle of unrelated approvals.

Write an illustrative decision memo

Fictional Rowan Product is considering fictional Ash Practice for a reporting-configuration referral pilot. The memo recommends a limited next review, not an active partnership launch.

  • Fit: Ash's stated services include the relevant configuration task; comparable project scope needs confirmation.

  • Customer benefit hypothesis: clearer handoff from product selection to implementation; no measured outcome promised.

  • Evidence: dated service information and an authorized exploratory discussion, with sources retained.

  • Unknowns: available delivery capacity, support boundaries and permission-aware referral intake.

  • Alternative: retain the current direct-delivery process while assessing the missing capabilities.

  • No-go: no accountable support route, pressure to share unrestricted prospect data, or a requirement to claim unverified expertise.

  • Next decision: whether the parties can define one safe, testable handoff within their actual authority.

The example is fictional. It illustrates a balanced recommendation rather than an assessment of a real provider.

Explain why each unknown matters

A list of open questions is not enough. State the consequence if the answer is unfavorable. Unavailable capacity may require a later pilot. Missing specialist competence may exclude a task. Unacceptable data-sharing demands may end the discussion entirely.

Do not treat every gap as fatal or every gap as something to solve after signing. Classify it as blocks the decision, changes scope or can be reviewed later without creating an unsupported commitment. Assign a responsible reviewer and evidence needed for the material items.

Keep the evidence separate from the recommendation

A recommendation is your reasoned judgment, not a fact contained in the sources. Link supporting observations and preserve their limits. W3C's provenance overview provides context for tracing those observations to their origins; it does not endorse the proposed partner or the decision method.

Avoid unsupported reputation scores, guessed revenue or claims about private customer satisfaction. If a reference is needed, use an authorized route and a question tied to the actual task. Do not ask for confidential information as proof of trustworthiness.

Test the no-go case before approval

Ask whether the team would decline if the attractive commercial benefit remained but one critical boundary failed. If the answer is unclear, the no-go criterion may be decorative. Explain which condition would stop the pilot and who has authority to make that decision.

Review the memo after new evidence or a scope change. A partner suitable for a narrow task may not fit a broader service. Do not extend the recommendation simply because the first discussion went well.

The finished memo should let a reviewer approve a bounded next step, request specific evidence or decline without reconstructing the entire research history. A clear no-go case strengthens a recommendation because it shows that the partner's fit, rather than enthusiasm for a partnership, governs the decision.
