Check Tender Eligibility Before Building a Bid Team
Separate supplier conditions, submission requirements, award criteria and delivery obligations in a lot-specific tender gate ledger.

A tender can look commercially attractive while containing a requirement the proposed supplier cannot meet. Before assembling a bid team, separate mandatory eligibility, evidence requirements, award criteria, and delivery obligations. The result should be an early decision record, not a premature proposal built around an incomplete reading of the notice.
Consider a fictional facilities-services tender with two lots. The team is interested in one lot, but the notice and supporting documents contain different types of requirements. A researcher should identify those distinctions and route interpretation to the bid owner or qualified adviser.
Establish the authoritative document set
Record the notice identifier, contracting authority, jurisdiction, applicable procurement regime, lot, current document versions, clarification route, and deadlines. Use the official portal and documents rather than relying on a copied summary or an old opportunity alert.
The UK Find a Tender service is one official route for relevant public-sector opportunities. Its existence does not mean every public purchase appears there or follows the same rules. Check the correct jurisdiction, procurement type, and current process.
If documents conflict, do not choose the easier interpretation. Record the conflict and use the published clarification mechanism within its rules.
Build a requirement gate ledger
The fictional ledger includes four requirements, with invented wording for illustration:
Supplier eligibility: evidence of specified experience for Lot A; bid owner must confirm acceptable evidence and when it must be supplied.
Submission completeness: a named declaration must accompany the response; document owner and approval status are recorded.
Award criterion: the proposed service method will be evaluated; this affects response quality rather than substituting for eligibility.
Delivery obligation: a stated mobilisation requirement applies if awarded; operations must assess feasibility before commitment.
For each row, record exact document location, requirement type, applicable lot, timing, evidence owner, current status, and clarification needed. Preserve the original wording in the controlled bid record where permitted, rather than paraphrasing away a qualification.
Keep supplier conditions separate from tender scoring
UK guidance under the Procurement Act 2023 distinguishes conditions of participation, which assess the supplier, from award criteria used to assess the tender. This is a useful scoped distinction, not a universal interpretation of every procurement document or jurisdiction.
A strong method statement does not necessarily compensate for failing a mandatory supplier condition. Conversely, a requirement might need to be satisfied at a specified later stage rather than at the first research check. Read the actual rules and obtain specialist advice where interpretation matters.
Do not invent certifications, references, partner commitments, or insurance evidence to make the ledger appear complete.
Decide whether a team can legitimately close the gaps
In the fictional case, the company can evidence the relevant service experience but has not confirmed the mobilisation requirement. Operations receives a specific feasibility question. Another gap concerns whether consortium evidence is permitted, which goes through the published clarification route rather than informal assumptions.
A partner should not be listed as committed until its role and authorization are established. A capability mentioned on its website is not an agreement to join the bid.
Use distinct decisions: proceed to structured review, hold pending clarification, or decline with a documented reason. Avoid a vague “good fit” status that hides a mandatory unresolved gate.
Recheck before committing bid effort
Tender documents and clarifications can change. Track updates against the ledger and reassess affected requirements. Confirm the team is reviewing the current lot and version before preparing declarations or promising delivery.
The final research handoff should identify the opportunity, requirements that are evidenced, unresolved gates, responsible owners, and the next authorized decision. It should not declare legal eligibility solely from desk research. This early discipline helps the bid team spend effort on a genuinely supportable response rather than discovering a fundamental obstacle after drafting is underway.
