Review Enrichment That Adds Personal Contact Channels
Assess necessity, source rights and expectations before adding phone numbers or other channels, and separate enrichment from outreach permission.

A research tool offers to add a mobile number to every contact whose work email does not produce a reply. The enrichment may improve technical reachability while undermining the person's choice of channel. A missing phone number is not necessarily an incomplete record; it may be information the person never chose to share with your organization.
Review the purpose and source rights before obtaining the new details, not merely before sending a message. Collecting, storing, matching, and contacting are separate activities. An accurate enrichment result does not establish that any of them is appropriate.
State the necessity question honestly
Describe the business task without assuming the new channel is required. If the task is to deliver a requested document by email, a personal mobile number may add no legitimate value. If the task is to resolve an agreed service issue, use the contact routes and authority relevant to that service rather than a general prospecting enrichment process.
ICO's lead-generation guidance warns against assuming people want marketing through additional channels and discusses the fairness of appending contact details. This is UK guidance. A qualified reviewer should assess current requirements, expectations, and source restrictions for the actual context.
Do not use enrichment to bypass a stop request, nonresponse, invalid address, or channel boundary. The fact that another provider can supply a detail is not evidence that the recipient wants you to use it.
Build a pre-enrichment decision sheet
For each proposed new data category, record the following before submitting existing identifiers to a supplier.
Current purpose and the specific problem the new detail would solve.
Existing approved routes and less intrusive alternatives.
New data category, such as business direct dial or personal mobile.
Supplier, source method, collection context, and permitted uses.
Information sent to the supplier for matching and its authorized destination.
Relevant notice, basis, channel requirements, and recipient preferences.
Accuracy and identity risks, retention, access, and deletion process.
Reviewer, decision, limitations, and verification evidence.
This is a decision aid rather than a legal checklist guaranteed to cover every jurisdiction. Sensitive contexts or large-scale profiling may require additional assessment beyond it.
A fictional rejected enrichment request
Synthetic contact C19 supplied a work email to receive a requested technical note. After sending the note, the sales team receives no further response and proposes adding a personal mobile number from a broker. Its stated reason is that phone calls might get attention.
The review records no established need for the new channel, no evidence that C19 expected the matching, and no authority derived from the original email request. The proposed enrichment is held rather than treated as routine data completion. The team can close the unsolicited sales attempt instead of searching for a more intrusive route.
A different service scenario could require different facts and review. The example does not establish that every additional contact detail is prohibited; it shows why the proposed purpose and authority must be explicit.
Validate approved enrichment without expanding it
If a specific enrichment use is approved, limit fields, records, destination, and retention to that scope. Do not upload a full CRM when a small permitted subset is sufficient. Verify whether the supplier keeps submitted identifiers or uses them for its own purposes, and route unresolved contractual questions to the responsible owner.
Use synthetic or otherwise authorized test data to inspect matching behavior. A shared household number, recycled mobile, or similarly named person can produce a dangerous false association. Do not validate uncertain identity by contacting several candidates.
Keep source provenance and confidence separate from contacting eligibility. A new value should arrive with its source and review status, not overwrite a trusted existing route merely because it is newer.
The completed record should explain why the additional data is needed, why its collection and use are supported, and what remains excluded. When those questions cannot be answered, decline the enrichment. A smaller record with respected boundaries is preferable to a more reachable person whose choices the workflow has ignored.
