Evaluate Purchased Contact Lists Before Outreach
Question supplier evidence, distinguish accuracy from permission, and quarantine purchased contact data until source, channel and use questions are resolved.

A list supplier describes its contacts as verified, compliant, and ready to use. Those words may refer to address formatting, employment checks, a contractual warranty, or a legal assessment for a different purpose. They do not establish what your organization may send, through which channel, to each person on the list.
Evaluate the evidence before buying, importing, enriching, or contacting. Keep the proposed dataset in a controlled review state. The usable artifact is a supplier question set linked to concrete acceptance criteria and a decision to proceed narrowly, request more evidence, or decline.
Ask what the supplier actually verified
Separate identity accuracy, address deliverability, source rights, transparency, consent where relevant, and current preferences. A technically deliverable address does not establish marketing permission. A recent verification date may mean the supplier checked syntax, not that the person still works at the company.
ICO's UK electronic-mail guidance states that bought-in lists cannot qualify for the products-and-services soft opt-in. Other routes and subscriber distinctions require their own assessment. Do not import that UK rule into a global conclusion or assume a supplier's contract replaces your organization's responsibilities.
Ask which jurisdictions and channels the supplier's evidence addresses. “Worldwide compliant” is a claim requiring careful scrutiny, not a useful decision category.
Use a due-diligence question set
Request answers that can be connected to records or clearly defined categories, without demanding unnecessary personal data during evaluation.
Where did the information originate, and what collection methods were used?
What intended use was explained to the individuals, and which notice version applied?
Where consent is relied on, what sender, channel, purpose, and address did it cover?
What evidence supports any right to pass the details to your organization?
How are corrections, objections, withdrawals, and deletion decisions propagated?
What was verified, on which date, and with what limitations?
What restrictions govern storage, enrichment, onward sharing, and retention?
How can disputed records be investigated without exposing unrelated people?
Define a reviewer and acceptance standard for each answer. A supplier's refusal to provide evidence may leave the use unapproved even if its sales representative repeats the warranty.
A fictional quarantine decision
Imagine a supplier offers a synthetic category of event contacts to a consulting business. Its sample documentation shows that attendees agreed to organizer updates, but it does not establish the consulting business as a sender or explain the proposed promotional purpose. The supplier's accuracy report only checks company affiliation.
The reviewer records three separate findings: identity evidence partly available, onward-use authority unresolved, and proposed email eligibility unresolved. The decision is to hold the dataset outside the active CRM and request relevant evidence through the contract owner. It is not “approved because the contacts are businesspeople.”
If adequate evidence cannot be supplied, decline the proposed use. Do not ask the supplier to remove the source column or relabel the contacts as independently researched. Changing the file's description does not change its origin or permissions.
Check operational controls before any approved use
For a narrowly approved dataset, reconcile it against current suppression records before activation. Test whether later supplier corrections and objections reach your systems. Identify who handles a complaint about the source and how the original record can be traced.
Use a small authorized test for formatting and matching without contacting recipients merely to see whether they respond. A pilot message is still a message and needs its own lawful and permitted route. Technical testing should use synthetic records where practical.
Record contractual limits and review triggers in the receiving workflow. New channels, another brand, partner sharing, or a different purpose can require renewed assessment. Do not treat purchase as permanent unrestricted ownership of personal information.
The completed evaluation should state what evidence was reviewed, what remains missing, the precise allowed scope if any, and the decision owner. A responsible outcome may be not to use the list. The purpose of due diligence is to support a defensible choice, not to assemble enough checkmarks to justify a purchase already emotionally made.
