When a Smaller Verified List Is the Better Deliverable
Agree list acceptance around supported evidence and transparent gaps so a smaller verified deliverable is not padded to satisfy a quantity target.

A buyer requests one hundred verified accounts. The researcher can support sixty-two against the agreed criteria, while the remaining candidates contain unresolved identities, weak fit evidence or known exclusions. Filling the quota by lowering the standard would change the deliverable without telling the buyer.
Agree how quantity and evidence quality interact before the work starts. A list acceptance agreement should define the useful unit, required support, treatment of unknowns and options when the requested volume cannot be responsibly reached. A smaller list can be the better deliverable when it preserves the task's actual purpose.
Define verified for this assignment
Specify which claims are checked, using what evidence and at what date. Verification of company identity does not establish purchase interest, contact permission or budget. Avoid a single label that implies every possible fact about an account has been confirmed.
W3C's provenance overview concerns traceable origins. Source-linked evidence helps the recipient inspect the list. The acceptance agreement below is an original editorial proposal, not a guarantee of accuracy or a vendor-defined qualification standard.
Identify the next decision the list supports. Initial market exploration may tolerate more unknowns than a delivery-specific shortlist. The required evidence should follow that purpose, not an arbitrary desire to fill every field.
A completed fictional acceptance agreement
A service team asks for one hundred account candidates in a defined region. The following counts and conditions are invented for the exercise, not actual research results.
Accepted unit: a distinct operating entity with supported service relevance, a source reference and a checked date. Purchase intent is outside the research claim.
Required exclusions: accounts outside current delivery coverage, duplicate entities and confirmed service mismatches do not count toward the accepted quantity.
Unknown handling: unresolved identity or essential fit evidence remains in a separate review category, not silently converted into an accepted account.
Illustrative outcome: sixty-two candidates meet the criteria; twenty-three remain unresolved; fifteen are excluded with reasons. The categories total the one hundred reviewed candidates.
Quantity response: present the sixty-two accepted accounts with the evidence and explain the gap. Offer a bounded extension, a revised scope or closure at the smaller quantity through the authorized commercial process.
Forbidden shortcut: do not replace missing evidence with guesses or add unrelated accounts merely to make the accepted total reach one hundred.
The agreement distinguishes reviewed quantity from accepted quantity. It also makes the unresolved work visible without describing every unresolved account as unsuitable.
Explain the shortfall without overselling it
State why candidates did not qualify and whether another research increment could reasonably help. Sparse sources may justify a different permitted route; a confirmed service mismatch usually does not. Avoid promising that more time will inevitably produce the missing quantity.
Do not frame a smaller list as automatically superior. If the original criteria were unnecessarily narrow or the research method missed relevant sources, the process may need correction. Quality should not become a slogan that excuses incomplete work. Show the evidence and let the agreed acceptance rules determine the result.
Preserve the buyer's choice
A revised scope may include another region, a different service or a lower evidence requirement for an exploratory purpose. Each change should be explicit and appropriate to the intended use. Do not quietly redefine verified after discovering that the original target is difficult.
If the buyer requires a fixed quantity under unchanged criteria and the provider cannot support it, explain that limitation. Contractual remedies or commercial adjustments belong with the authorized owner and actual agreement; this guide is not legal advice.
Deliver a usable final packet
Provide the accepted list, essential source references, scope statement and a concise explanation of unresolved and excluded categories. Keep unnecessary personal information out of the packet and do not treat list acceptance as authorization for outreach.
The final review should ask whether the recipient can use the evidence for the agreed decision. Sixty-two supported accounts may be more useful than one hundred rows whose meaning has been weakened to satisfy a quota. The responsible outcome is a transparent deliverable and a clear choice about the remaining gap, not a number that looks complete while concealing unsupported claims.
