Verify Whether Facilities Are Planned, Open or Closed
Use dated evidence to distinguish planned, trial and operational facility states without treating hiring, maps or permits as definitive proof.

A facility can be announced, under construction, partially operational, fully operational, temporarily inactive, or closed. Those states lead to different service questions. Before using a location as an active prospect, identify the state supported by current evidence and distinguish it from the state a company expects in the future.
Consider a fictional distribution centre, North Quay East. A launch announcement describes an opening next spring, a recruitment page names the location, and an older map labels the site operational. The researcher should not choose the most convenient source or assume hiring proves the facility is already running.
Define the state labels before reviewing evidence
Use a small vocabulary with clear meanings for your research process. Planned means the available source describes future activity. Under construction means a relevant source documents that stage. Partially operational means some stated activity has begun. Operational means the specific activity relevant to your service is supported. Closed or inactive requires its own evidence.
These are internal research labels, not legal determinations about permits, occupancy, or safety. A planning approval, registration, or construction milestone should not be treated as proof that a facility may or does perform every proposed activity.
Create a time-aware evidence ledger
The fictional ledger contains five items:
January announcement: company expects the distribution centre to open in the following spring; future intention only.
March recruitment page: lists roles at North Quay East; does not establish the operational start date.
April project update: states that one receiving area has begun a limited trial; supports that narrow activity only.
Older map: labels the whole site operational without a clear update date; conflicts with more specific evidence.
May company notice: confirms full dispatch operations from a stated date; relevant scope and any remaining limitations are recorded.
All dates are invented for the example. The ledger separates event date, publication date, and researcher check date so the sequence remains understandable.
Match the state to the proposed service
A construction-stage site may need different services from an operating warehouse. Your offer could be relevant to commissioning documentation, ongoing maintenance, or staff training, but those are different scopes with different owners.
In the fictional case, a workflow-improvement consultancy should not describe the April trial as a mature operation with proven bottlenecks. It can record a possible commissioning context and ask whether the proposed work fits the limited activity, through an appropriate route.
Do not infer problems, budget, urgency, or permission to enter the site from the opening schedule.
Resolve conflicts without erasing history
Prefer evidence that is specific to the facility, activity, and relevant period, while assessing the source’s authority and limitations. A newer page can still be vague or wrong; recency alone is not enough.
If the May notice confirms dispatch operations, update that state while retaining the earlier planned and trial stages as dated history where useful. Do not rewrite the January record to imply that the facility was operational then.
Official company filings may provide context for site announcements, but the exact facility status often requires a current operational source. Record an unresolved state when the evidence does not settle it.
Handoff a dated status with a recheck trigger
The final brief should identify the facility, activity, supported state, effective date if known, evidence, and next review trigger. An upcoming opening or temporary closure may warrant a scheduled research recheck rather than immediate outreach.
If closure evidence is ambiguous, distinguish permanent closure, temporary inactivity, relocation, and a change of operator. Do not automatically delete the account or move contacts based on a single map change.
A useful facility record tells colleagues what was true, for which activity, and when. That prevents an attractive announcement, stale directory, or recruitment page from becoming an unsupported claim that the site is ready for your service.
